SAVE MONA VALE SURF CLUB
Since 1922, Mona Vale Surf Life Saving Club has been providing a vital service to the local community. The primary goal is to keep beachgoers as safe as possible during patrol hours. They patrol the beach, train lifesavers, and teach and guide our Nippers, the lifesavers of the future. They pride themselves on being a family oriented club and welcome all ages and abilities to become involved. The more involved you become in the club, the more people you will meet and the more enjoyment you will have.
Mona Vale Surf Life Saving club is located on Surfview Road in Mona Vale, on Sydney’s Northern Beaches. With strong connections in the local community, Mona Vale SLSC is a great place to meet people, be active and get involved.
The Mona Vale clubhouse has an outstanding view of Mona Vale beach and headland. The clubhouse is available for hire for functions and events.
Mona Vale Surf Life Saving Club is situated just off PittwaterRoad on Surfview Road, Mona Vale overlooking the magnificent Mona Vale Beach, with spectacular views from the function room and large spacious deck overlooking the beach to the Basin in the north and Warriewood Headland in the south. The venue offers you great choice for your special functions. It is ideal for weddings, birthday celebrations and corporate events. They also take weekly bookings for exercise groups, community groups and the like.
The upstairs function room and deck with full uninterrupted beach and ocean views has capacity to cater for 70 guests seated (inside and out) or 120 for a cocktail style function. Included is:

• Small kitchen
• Café style round tables and associated seating with arms
• Trestle Tables
• Full bar with a large variety of refreshment and tap beer
• Two professional bar staff and full liquor license
• BBQ facilities including sturdy picnic tables on the deck

During the summer season the club did 63 rescues and 200 First Aid cases. They have 1,300 members, including 240 active patrolling members and over 536 Nippers. They also have 234 active competitors.
THE REDEVELOPMENT OF THE
MONA VALE SURF LIFE SAVING CLUB
So now for the interesting part. Northern Beaches Council wants a part of this, they want to be a partner, no doubt the controlling partner in the way the surf club operates and how it hires the venue out for functions etc. The Northern Beaches Council wants to commercialise the club with a $6.35 million makeover. The Mona Vale Surf Life Saving Club doesn't have this sort of money, but it would seem the Council does. This could be an issue, the club will lose it's independence, the Council will dictate the terms of how the club has access to the new facilities, the Council will get a monetary return from hiring of the club and the functions room. The club should be very careful how they enter into such agreement with the Council to redevelop their beloved clubhouse into what will be a significant Northern Beaches Council asset.

BACKGROUND OF THE PROPOSAL
On 21 December 2015 Council resolved to provide in principle support for the rebuild of Mona Vale Surf Club, and began preliminary investigations to prepare a detailed business case for renewing the facility at Mona Vale Surf Life Saving Club. This business case has now progressed to the planning phase and has been identified in Council's capital works program to develop an agreed concept plan in collaboration with the Mona Vale Surf Life Saving Club. The new building proposed to be constructed on the existing surf club site will be two stories with a floor area expected to be twice that of the existing facility.
GET INVLOVED
As part of the forward four-year capital works program, the Council are developing an agreed concept to renew the Mona Vale Surf Life Saving Club. They're inviting members of the community to submit their feedback, which will be provided to the design consultant for consideration in concept design. They're holding two drop in sessions, where community members can share their thoughts on this project with one of the project team.

WORKING GROUP APPOINTED
The next phase of community consultation is currently underway following the recent appointment community members to the Mona Vale Surf Life Saving Club Working Group. Council received a total of 19 working group nominations, from which 11 members were appointed to represent the following segments of the community:
The direction and discussions from the meeting will provide ongoing information needed to assist the appointed architectural consultant in developing a concept design that meets the needs of the club, community and fits with the ‘sense of place’.
Once initial concept plans have been developed, in consultation with the working group, Council will look to carry out the second stage of community engagement.

PROJECT UPDATE - DECEMBER 2017
The Mona Vale Surf Life Saving Club Working Group has worked closely with Council and appointed architects, Warren & Mahoney, over the past five months to establish the functional needs and proposed design elements for the new surf club at Mona Vale. Moving into Council Christmas recess, Council will be working with the architects to finalise the draft design concepts to present to Council for endorsement in the new year (February / March 2018). Further to the draft concept designs being endorsed by Council, which is anticipated in February/March 2018, stage two of engagement on this project will commence. The project timeline has been updated to reflect anticipated project milestones.

At the Council meeting on Tuesday 17 April 2018 the Mona Vale Surf Life Saving Club Feasibility Study Business Case was presented to Council with the following resolution:
A. Council, having considered the information and evidence contained in the Feasibility Study, continue to support the project to provide a new surf club building at Mona Vale Beach.
B. Council approve for the concept plans to be placed on Public Exhibition and to proceed withthe next stages of the project.
C. A proposal come back to Council once the Development Application has been approved and designed with a business case showing how extra funds are sourced.

FACTS OF THE PROPOSAL
Why do you need a new building?
The proposed new, larger building will meet the existing and future needs of the club and the community by providing new and improved amenities and accessibility. The new building will also address existing safety issues and reduce long term maintenance costs by implementing environmentally sustainable initiatives.
What is the total area of the building?
The proposed building will be approx 1690m² in built area including balconies.
Is the proposed building bigger than the current building?
Yes, the original building’s built area is approx 933m²* and the proposed building is approx 1690m² (including balconies).
*This figure has been amended - it incorrectly stated 1245m².
What is the height of the building?
The building will be approximately 8m in height at the highest point, and is compliant with the building controls in the Local Environment Plan (LEP).
What materials are proposed for the building?
External materials would be raw, earthy and robust that can withstand the coastal environment. The concept design explores the use of textured and exposed concrete and timber.
Why can't I see the dimensions on the plans?
The plans on exhibition are draft concept only, and not detailed design or construction plans, which would have this type of information.
The building has been designed to meet the requirements of the Building Code of Australia.
What environmental sustainable initiatives have been incorporated in the design?
Environmental initiatives include the use of raw materials, sustainable timber, natural ventilation where possible, rain water storage tanks, WELS rated and efficient tapware and solar panels.
What height is the storage area. Can we store rescue boards vertically?
The concept design has provided for a height of 3.5m in the storage area. This will enable vertical storage of surf rescue boards
Will the building impact the current dunes?
The building is set back from the current dunes in-line with the acceptable coastal report.
When is the works aspect of this project likely to commence?
The construction works are proposed to commence in mid 2019.
What is the allocated budget for this project?
Council Capital Works Program includes an amount of $1,140,000 for the 2017/18, 2018/19 and 2019/20 financial years.
What happens next?
Further to the second stage of engagement, the architect will prepare documents suitable for a Development Application (DA)

COMMUNITY FEEDBACK REPORT
Following an extensive community engagement process on the draft concept design, community and stakeholder comments have been reviewed and documented in the Mona Vale Surf Life Saving Engagement Report - October 2018.
Key Outcomes
94 percent of comments received reflected support for the overall draft concept design. While generally supportive, some comments requested changes to function and design aspects of the draft concept.
Ideas received around suggested changes included:
Less than one percent of supportive respondents had concerns on the lack of a family change facility three percent of supportive respondents had concerns on the inclusion of a restaurant
Six percent of the comments were opposed to the draft concept design. Themes arising centred around:
dissatisfaction with the proposed concept due to size, design/material
removing one section of the building
removal of the restaurant
